Manti Elementary Community Council Meeting Notes

October 7, 2024


Those in  attendance: Rene Barlow, Megan Fawcett, Heidi Stilson, Tresa Hanks, Erin Cluff, Elise Van Ornam, David Ipson, Staci Mecham.


David Ipson welcomed everyone to the meeting. 


All new members were introduced to the committee. All new teachers and staff were named and welcomed to the school. Manti Elementary school theme, “Together, We can make a positive difference”  was discussed.  


Community council procedures were thoroughly explained by Mr. Ipson.  Members were informed that we are able to decide where themonies we get from trustlands will go for school improvement. Some ideas given were paras, curriculum, ipads, technology, projectors, school programs.


The rules of order were explained by Mr. Ipson  and discussed by group members for clarity. It was agreed that the even and odd numbers on our council needed to change. Some of the policies reviewed were the following:

  • Council needs to have at least 5 in attendance at each meeting to make a quorum.
  • How making a motion works for determining new changes or decisions.
    • “I make a motion to approve…”
    • Someone seconds the motion
    • A discussion will take place
    • A vote will happen
    • After the vote it can’t be overturned until putting it on the next monthly meeting agenda.

Erin Cluff made a motion to approve all parents to go from two to three members.  Megan Fawcett approved the motion.  All committee members voted in agreement.  The motion passed unanimously.


Next Mr. Ipson reviewed the trustland site.  All members watched the “School Community Council” overview video.


Community council assignments were discussed and agreed upon.  Erin made a motion to elect Elise as chair and Elise made a motion to elect Erin as chair.  Megan Fawcett seconded the motion.  The committee voted with a tie 4-4 for each person to be the chair.  A coin was tossed and Erin Cluff won the toss which resulted in her being nominated as the chair for community council.  Stacey nominated Elise for vice chair.  Rene made a motion to approve Elise, Heidi seconded the motion.  Voting happened and unanimously passed in the affirmative.  Megan motioned to approve the motion.  Stacey seconded the motion.  A vote was taken and the motion passed unanimously. 


Council membership form: Mr Ipson explained that all members' names and email information will be on the school website.  All members were ok with their info on the school website.  It was also discussed that members were to not respond to any fishing emails.


Mr. Ipson went over the 24-25 annual report.  Title 1 numbers need to stay up to over 50%. Manti Elementary's guiding beliefs were addressed.  Manti Elementary currently has 409 students, we cover 8 grade levels, 94 students under special education.  53% of our population is boys and 47% are girls.  We have an average class size of 20.  Currently Manti has 25 teachers and 53 paras for a total of 78 staff.  Audience data and rise data were then reviewed.  Literacy achievement plan of having 70% of third grade reading at blue level. This is to be accomplished using the following programs which are: (RGR/Heggerety/Write from the beginning and beyond, take home library.  The goal for math is 80% or above on grade level on the Acadience math test. Our math programs are: ( My Math, IXL, Imagine Learning, Big Brainz, Xtra Math) 


Next the council reviewed the school improvement plan.  We currently have $4,000 for professional development.   We need to continue to implement our core effectively, improve parent involvement, strengthen community council, strengthen student wellness, improve STEM, and increase student school attendance.  


A concern regarding the time that students have to eat lunch each day was brought up while discussing the SSSD Wellness Policy. Mr. Ipson agreed to gather more data on exact eating times each class and will discuss the results at a later time.   12:30 vs 12:00 for early dismissal was also discussed.  Elise felt that it was hard on parents to remember 12:00 or 12:30 on some early out days.  


School parent compact was reviewed.  


Rene Barlow made a motion to end the meeting.  Elise seconded the motion, Erin made a motion to approve the motion.  A vote was taken and unanimously approved. Meeting adjourned.
